In light of both Gabrielle Giffords and Mitch McConnell’s lengthy absences from their respective posts, an alternate method needs to be installed for removing someone clearly unable to serve. Bypassing the current need to rely on the House or Senate leadership to expel a member, or that member resigning when they feel like it.
And the best avenue for that power, I feel, is to put it with the State legislatures. So, I propose the following, which I’ll dub the “recall amendment”:
A member of the House of Representatives or Senate shall be removed from office if 2/3rds of the members of each chamber of that member’s State legislature decide to remove them.
